17th IPMA World Congress held in Moscow
The 17th World Congress of the International Project Management Association (IPMA), a fraternal organisations of 33 countries was held in Moscow from June 4 - 6, 2003. Over 500 delegates from 30 countries participated in the congress. A declaration was formally issued at the end of this congress suggesting to all the government institutions to adopt project management methodologies for the betterment of society at large.

In his opening remarks, Adesh Jain, member of the organizing committee of the congress and a Board Member of IPMA, highlighted the importance of project management in managing discontinuities and the unprecedented rate of change. Dr. Vladimir Vorapajev, President of the congress laid a solid ground for the enhanced applications of scientific project management. During the congress, a very important agreement of cooperation between PMI® and IPMA was also signed. Debbie O Bray, Chair, PMI® & Miles Shephard, President, IPMA signed this agreement on behalf of these two leading PM institutions.
